                <procdesc>In 2003, a request was made to make a receiving water network in Lake County in support of the National Pollutant  Discharge Elimination System (NPDES Phase II program.  The overall goal of the data layer was to provide an inter connected network of the major river systems and tributaries in Lake County.  Basically, an attempt was made to collect any surface feature which flows into a "waters of the US" as defined by the US government.

The first step in constructing the stream layer was to take the existing Lake County GIS stream layer that digitized on mylar from aerial photos in the 1990's .  The mylar sheets were digitized and existed in ESRI shapefile format.  The 2002 aerial photography (the most current at the time) was used as a base for on-screen or heads-up digitizing for the new stream layer.  Digitizing was normally done at a scale of 1:1200 or 1" equals 1000 feet using the ArcMAP ArcEditor tool.

Besides the existing Lake County GIS stream layer, several other sources were used for confirmation of stream locations and names including historic quads (both 7.5' and 15') of Lake County, the 1861 historic Lake County Map, 7.5' USGS quad maps, the FEMA Flood Insurance Rate Maps or FIRMS, and the Lake County SMC stream inventory results (GPS data) conducted throughout the years.  

Updates are done on an as needed basis and usually are in the form of slight realignment of certain areas and the addition of names for the unknown streams.
