Description: The RPA is a special emphasis area within Downtown Tacoma, the purpose of which is to remove barriers to new development and support the retention, expansion, and recruitment of employers through minimizing mandatory parking investments, encouraging compact development and a walkable urban form, and maximizing economic opportunities. The RPA includes certain unique development standards, allowances, and restrictions (see TMC Section 13.06A), including no off-street parking minimum or maximum quantity requirements and limitations on the establishment of new surface parking lots. The RPA was designated by the City Council on February 21, 2012 (Ordinance No. 28051).
