        <idAbs>&lt;p&gt;Wildfire hazard can pose a significant challenge for proposed electrical infrastructure and renewable energy projects. One aspect of the Land-Use Implications and Feasibility Criteria (Criteria 3) in the Busbar Mapping Criteria Alignment assessment is to identify where wildfire risk is elevated so that staff can limit the amount of resources from each portfolio to those substations.&amp;nbsp;&lt;/p&gt;&lt;p&gt;For this evaluation, staff utilize the &lt;a target='_blank' href='https://www.fs.usda.gov/rds/archive/catalog/RDS-2020-0016-2' rel='nofollow ugc noopener noreferrer'&gt;USFS Wildfire Risk to Communities (2nd Edition) dataset&lt;sup&gt;1&lt;/sup&gt;.&lt;/a&gt; One of the foundational results of this dataset is the nation-wide Annual Burn Probability, given at 30-meters spatial resolution. This layer represents the annual probability of wildfire burning in a specific location. It uses LANDFIRE version 2.2.0 for fuel and vegetation data, which represent landscape conditions as of the end of 2020. Additional model inputs include past temperature, precipitation and fire occurrences.&amp;nbsp;&lt;/p&gt;&lt;p&gt;IRP working group staff defined three categories from the annual burn probability raster, which are given in the feature layer shared here. Low-Risk level (gridcode=1) has annual burn probability less than 0.5%, Medium-Risk level (gridcode=2) has annual burn probability between 0.5 and 2% and High-Risk level (gridcode=3) has annual burn probability greater than 2%. Staff simplified the resulting polygon using a 50-meter tolerance.&lt;/p&gt;&lt;p&gt;This classified version of the burn probability raster is used in determining the Fire Threat Alignment level of each substation during the busbar mapping evaluation. For each substation evaluation area&lt;sup&gt;2&lt;/sup&gt;, the percentage of medium and high-risk fire threat is calculated. These results are given in the Busbar Mapping Dashboard&lt;sup&gt;3&lt;/sup&gt; Land Use and Environmental Criteria tabs. (For the busbar mapping dashboard and related analysis workbooks, Tier 2 and Tier 3 naming conventions are used as the medium and high burn probability categories.) The percentage of medium and high-risk fire threat within the resource potential area are then categorized to determine the Criteria Alignment level 1-5, where Level 1 indicates favorable conditions for mapping resources and Level 5 indicates that sufficient conditions exist where staff would seek to limit or avoid mapping future resources there.
