<idAbs>
This regional Active Transportation Network (AT Network) was developed by building upon local, county, and regional active transportation planning efforts throughout all nine counties in the San Francisco Bay Region. The AT Network is intended to support Plan Bay Area goals by focusing the region’s efforts on providing high comfort active transportation connections in areas with the highest potential for shifting auto trips to bicycling and walking trips, where there is the greatest need for affordable transportation options and where active trips connect people with transit.

A network framework was developed and applied throughout the region to inform the development of the draft AT Network. The framework is based on three main criteria, including equity, safety and mode shift. These criteria were developed from the original stakeholder engagement in spring/summer 2021, and confirmed with the Technical Advisory Committee Active Transportation Working Group, the Policy Advisory Committee, and other stakeholder groups in August 2022. The feedback the project team received on the draft AT Network from stakeholders in February and March 2022 has also been incorporated into the updated approach. The network framework is outlined below:

Planned route is located within or connects to (e.g. proximity):

Priority Development Area,

Equity Priority Community,

Mobility Hub (within ½ mile),

Transit Rich Area, and

Parks/open space.

The width of the AT Network corridors vary depending on the land use context and street network density. In incorporated areas where land use intensity and street network density tend to be greater, the Network corridor is defined as being a half-mile wide. This width is intended to provide some local flexibility in route selection while also encouraging direct and intuitive access to destinations. In more rural or less intensely developed areas, the Network is a mile wide to provide even more flexibility. The Network centered on regional trails have a thousand-foot buffer since, in most cases, planned trail alignments are established or would likely occur in relatively close proximity to the planned alignment.
</idAbs>

                <stepRat>Text was added to the feature set Description to clarify why some segments of the active transportation polygon are thicker than others. From the report affiliated with the data development: "The width of the AT Network corridors vary depending on the land use context and street network density. In incorporated areas where land use intensity and street network density tend to be greater, the Network corridor is defined as being a half-mile wide. This width is intended to provide some local flexibility in route selection while also encouraging direct and intuitive access to destinations.
