Service Description: Since 2001, 21 tribes in Washington State have been in litigation through the Supreme Court against the state concerning treaty-protected responsibilities to replace culverts that hinder fish passage. Earlier this year the Supreme Court ruled in favor of the tribes, reaffirming the state’s obligation to replace the culverts. To accomplish this, the Washington State Department of Fish and Wildlife (WDFW) runs tabular data on stream flow rate, fish counts, and other numeric ecosystem measurements through an algorithm that produces a quantity meant to symbolize the priority of culvert replacement. These data are sorted in ascending order to determine the priority of culvert removal. Our story map offers an alternate way to prioritize culverts based on fish use patterns, potential to increase habitat area, and incorporates Puyallup values in the assessment. We specifically focus on 7 out of 258 culverts in Pierce County, using data provided by Pierce County in collaboration with the Puyallup Tribe. From those 7, this project suggests 3 priority culverts.
