Service Description: All Title VI demographic groups (households with no vehicle, foreign born population, population with limited English proficiency, population with disability, population aged 65+, racial/ethnic minority population, and population living below poverty level) and Equitable Target Areas at the census tract level for the PACTS region. Data is from the 2022 5-year ACS. The ETAs are calculated considering the 7 demographic categories. If the percentage of a census tract's population with one of those traits is higher than the regional share of the population with that trait, then the tract is considered disadvantaged in that category. Tracts are classified by the number of categories they are disadvantaged in, if they are disadvantaged in 0-1 categories they are considered "Low ETA" communities, 2-3 categories categories are "Medium ETA", 4-5 categories are "High ETA", and 6-7 categories are "Very High ETA". Communities in the "High" or "Very High" categories are considered ETAs.
