Year built data for parcels in tax year 2011

process: a copy of paregion on 1/11/2010 - joined agains two assessors tax year 2011 tables, to get the year built data

Any parcels without year built data were deleted.

The range is based off the year build field - the groupings are useful for historical determinations

This feature class should be created at the beginning of each tax year.
