Description: LCDOT maintained basins are indicated in the Maintained field. Update Frequency: Annually as part of the GIS summer update process(Original Text): BackgroundDiscussion began regarding detention basin asset inventory at least 4 years ago. A drawer was created in the file room and had copied plan sets regarding the construction of detention basins into that drawer. These basins were built by Lake County, although, not necessarily owned or maintained by Lake County. Around the summer of 2002, these files were located by GPS, and a basic data dictionary was formed. These basins, 24 in number were collected in the summer of 2001.The original 24 basins were located because either they were constructed, and thus, in the file room, or were located based on discussions had with other Lake County personnel. These basins are most likely to be owned or maintained by Lake County. In the summer of 2004, the detention basins project grew in perspective. After the flooding from early summer 2004, it was decided to collect basins that were just off of the ROW. This was done in case of flooding; the County would know attributes about a potential basin. Another reason was to capture data that the storm sewer system might be tied into. MethodologyIn the feature class for detention basins, it will be necessary to create fields for jurisdiction. These fields can be called, “Owned By,” and “Maintained By,” etc. To determine ownership, the original 24 basins should be compared with the plan sets to see that they were constructed by the County. For the rest, it will be necessary to use the parcel layers to determine whether basins are on land that is owned by the County. The parcel layers will be overlaid on top of the aerial photo. A further measure is to discuss with Chuck Good to determine easements or agreements on land that a detention basin is located on.
