Description: The NRPC parcel datalayer contains property (land lot) boundaries and select attributes about each property. NRPC compiled this information over many years from various sources including original tax maps that were subsequently georeferenced and digitized by the Commission. As such, the data is suitable for tax assessment purposes but is not survey-quality.The datalayer contains discrete, non-overlapping polygons. Duplicate parcel identifiers exists for lots that are split but have common ownership. Public rights-of-way and water bodies are included as polygons rather than null voids. Parcels are edge-matched along town borders. Along the MA state border parcels conform to the Towns from Survey Points datalayer available from MassGIS; in most other cases the parcels are matched to the 1:24K town border datalayer (pba) derived from USGS topo maps and available from NH Granit. In cases where GIS parcel information did not conform to the USGS town boundary linework, NRPC interpreted tax map geography and dimensions and mapped parcel boundaries accordingly. Over time, NRPC has maintained this database by monitoring the Hillsborough County Registry of Deeds online database for recordings related to subdivisions, lot mergers, and lot line revisions. NRPC has maintained a very high match rate between the parcel database and corresponding assessing records. In some cases, the NRPC edit may precede the corresponding update on the municipal property record card. For this reason, site address or land use classification may not be exactly consistent with the assessing record.Disclaimer: These data are an NRPC interpretation of original source maps and are appropriate for planning purposes; they should not be utilized where legal and surveyed property boundaries are required. The most current property information is on file within each respective City or Town. With the exception of parcels in Amherst, Mont Vernon, Litchfield, Hollis, Lyndeborough, Pelham, and Wilton, these data do not constitute official municipal record. Edges between towns in this dataset are not authoritative delineations of town boundaries. Description: NRPC adds new road features according to subdivision plans as they are recorded in the Hillsborough County Registry of Deeds or as reported to us by our member communities. A road is typically coded as a paper street until construction begins, at which point the status is Changed to Under Construction. Once the road is built, the Status is marked as Complete. A status of complete does not necessarily indicated the road has been formerly accepted by the community. Other road attributes include legislative class, federal functional class, urban/rural categorization of the road according to the 2010 and 2020 Decennial Censuses, locally-designated scenic road (Y/N), Directionality (meaning whether the line represents one-way or two-way travel), and a "Special" category that flags the road if it is a ramp, a cul-de-sac, or a dead-end (having a single outlet that is not a cul-de-sac).Roads are segmented at 1) town borders, 2) intersections with other roads (except the self-intersection of a cul-de-sac circle), 3) whenever attributes change along the road.Disclaimer: This dataset is an NRPC interpretation of original source material and maps. Description: Features within the the following towns were acquired from the municipality directly, with estimated year of creation in parentheses: Lyndeborough (2007), Milford (2013), Hudson (2000), Merrimack (2013), Litchfield (2005), and Nashua (2011). In these areas the data are likely to have originated via photogrammetry.Approximately one-half of the buildings in the Town of Pelham were acquired through a download from OpenStreetMap in Spring of 2014; The origins of these footprints is unknown, but there is a high degree of agreement between these features and buildings as visible on aerial imagery. For coverage in all other areas, features were created in-house in 2013 using heads-up digitizing against 2010 6-inch or 1-ft aerial imagery distributed by GRANIT. Wherever possible, buildings were created with 90 degree building corners. The NRPC buildings datalayer contains attributes to support the thematic display of certain building types. Within the Building Use Code field NRPC has identified buildings housing town-level functions, e.g. town halls, police, fire, public schools, etc. These data were developed over time by NRPC in conjunction with member communities. In 2015 NRPC received grant support from the US Department of Transportation Pipeline and Hazardous Materials Safety Administration (USDOT PHMSA) to map so-called "identified sites" in the region which are locations with large or hard-to-evacuate populations. Under this grant, NRPC confirmed its existing inventory of public schools, and also added private and charter schools in the region according to an online listing from NH Department of Education (NHDOE) accessed in November 2015. This listing does not contain records for post-secondary educational programs, however NRPC added large post-secondary institutions to the datalayer according to local knowledge, identifying the main administrative building for mapping. In December 2015 accessed the NH Department of Health and Human Services (NHDHHS) Childcare Search database and mapped currently licensed home and institutional programs in the region according to this list. There were numerous school locations that also offer child-care (e.g. after-school programs); NRPC coded these locations as schools. In December 2015 NRPC consulted the NHDHHS Facilities Search database and mapped the following licensed facility types in the region: hospitals, birthing centers, and ambulatory surgery centers; residential medical facilities including nursing homes, supported residential care, residential treatment and rehab, assisted living, community residences (4+ beds), psych residential, and hospice houses; and lastly day medical service facilities including renal dialysis, physical and occupational therapy, adult day care, and educational health centers. Administrative offices, as well as locations such as labs, physician offices, and non-emergent care with presumably smaller ambulatory patient populations were excluded from mapping. NHDHHS currently makes these data available in an online pdf document.Between June 2018 and March 2019 NRPC tagged approximately 68 buildings as gas stations based on local knowledge. To better support hazard mitigation planning, in 2023-2024 NRPC used a offline copy of Nearmap vertical imagery to improve the currency and completeness of building footprints in the region. The so-called "identified sites" and licensed childcare and medical facilities were also brought up to date according to their authoritative online sources as described above. Museums were also added to the inventory.Disclaimer: These data are an NRPC interpretation of original source maps and are appropriate for planning purposes; NRPC and its member communities, respectively, do not make any warranty, representation, or guarantee as to the content, sequence, accuracy, timeliness, or completeness of any of the information provide herein. Description: This GIS datalayer is a derivation of the NH Conserved/Public Lands attribute model published by NH Granit. In 2014 NRPC began with that statewide dataset and refined the geography of those polygons to coincide with the NRPC parcel dataset. From there, NRPC mapped approximately 400 additional conserved land tracts based upon input from the area's conservation commissions. Using the Hillsborough County Registry of Deeds online database, the NRPC conducted extensive deed research to determine key attributes such as primary protection mechanism(s), managing agency, etc. Relative to parcels, conservation tracts are not 1 for 1. In other words, tracts often cover more than one parcel, some parcels have more than one tract, and non-contiguous areas can be modelled as muti-part polygons. NRPC has added two new protection mechanisms Granit's standard list:Town Forests have a special definition in State Law and must be voted as a town forest at Town meetingSet-Aside Open Space Area of Development: A portion of a development site that is permanently set aside for public or private use NRPC has added the PROP_TYPE attribute, which is is NRPC's “plain language” categorization of the land tract, i.e. what is its major defining characteristic or function. Most of these categories are self-explanatory, however the following are the criteria used by NRPC to distinguish between Major Open Space and Parks. Major Open SpaceNot necessarily town-owned or managed, but if it is, the town considers it a “flagship” or featured propertyExists in a more natural state compared to parks, but is still accessible for hiking and/or other recreation and is considered a destinationMost likely has a notable trail system, which could be a rail trailCould be a smaller tract adjacent to and/ or tagged with a System Name (e.g. “Joe English Reservation”) ParksIn contrast to Major Open Space, Parks are typically characterized by built recreational features (e.g., playground equipment, benches, gazebos) and a more cultivated/manicured landscape NRPC coded the tract as Other Protected Land if it does not consider the property to fit neatly into any of the other PROP_TYPE categories. Description: This data set represents the extent, approximate location and type of wetlands and deepwater habitats in the United States and its Territories. These data delineate the areal extent of wetlands and surface waters as defined by Cowardin et al. (1979). The National Wetlands Inventory - Version 2, Surface Waters and Wetlands Inventory was derived by retaining the wetland and deepwater polygons that compose the NWI digital wetlands spatial data layer and reintroducing any linear wetland or surface water features that were orphaned from the original NWI hard copy maps by converting them to narrow polygonal features. Additionally, the data are supplemented with hydrography data, buffered to become polygonal features, as a secondary source for any single-line stream features not mapped by the NWI and to complete segmented connections. Wetland mapping conducted in WA, OR, CA, NV and ID after 2012 and most other projects mapped after 2015 were mapped to include all surface water features and are not derived data. The linear hydrography dataset used to derive Version 2 was the U.S. Geological Survey's National Hydrography Dataset (NHD). Specific information on the NHD version used to derive Version 2 and where Version 2 was mapped can be found in the 'comments' field of the Wetlands_Project_Metadata feature class. Certain wetland habitats are excluded from the National mapping program because of the limitations of aerial imagery as the primary data source used to detect wetlands. These habitats include seagrasses or submerged aquatic vegetation that are found in the intertidal and subtidal zones of estuaries and near shore coastal waters. Some deepwater reef communities (coral or tuberficid worm reefs) have also been excluded from the inventory. These habitats, because of their depth, go undetected by aerial imagery. By policy, the Service also excludes certain types of "farmed wetlands" as may be defined by the Food Security Act or that do not coincide with the Cowardin et al. definition. Contact the Service's Regional Wetland Coordinator for additional information on what types of farmed wetlands are included on wetland maps. This dataset should be used in conjunction with the Wetlands_Project_Metadata layer, which contains project specific wetlands mapping procedures and information on dates, scales and emulsion of imagery used to map the wetlands within specific project boundaries.
Description: NRPC developed this datalayer in summer of 2013 with input from community planners in the region and has maintained the data over time as zoning warrant articles that affect the geometry and attributes are adopted. To facilitate regional use of these data and town-by-town comparisons, NRPC created a field called PRIM_USE based on NPRC's interpretations of highest density permitted use, broadly defined, regardless of zoning district nomenclature. When density failed to distinguish between zoning districts in a town, the overall intentions of the zoning district, as stated in the ordinance, were considered. Lot sizes represent the smallest permissible lot. This datalayer is an NRPC interpretation of the local ordinance describing zoning districts in each of our communities and does not represent official zoning. The town's own official zoning map and current ordinance should be consulted as the authoritative source on permitted uses, zoning boundary questions, or other issues. Overlay districts, which generally add a level of restriction, are not represented in this datalayer.

Description: Around late August each year, NRPC requests an updated report of data from each of our 13 communities that contains the parcel ownership and assessing attributes. NRPC compiles the disparate information into a uniform schema which is then loaded into MapGeo, NRPC's parcel viewer, for display and query. In the February timeframe, NRPC makes another request to communities for data, the goal being that each community's MapGeo information is refreshed at least once and up to two times per year. NRPC does not regularly update the data outside of these two windows. Attributes:entityID: unique numeric ID for each of 13 towns.account: assessing system ID; for Patriot systems it is the account ID, for Vision it reflects AV_PID, and for Avitar it is the MBLU. The value is unique within each town but not across towns.accountunique: concatenation of entity and account; unique across the dataset.propertyidmunicipal: "plain language" property identifier, typically MBL with a unit or other suffix in the case of multi-property parcels (e.g. condos).composite_pid: the GIS id of the parcel associated with the assessing recordsite_address: situs address of the parcel associated with the assessing record.site_city: situs city of the parcel associated with the assessing record.owner: owner of record, current as of the community's last provided report to NRPC.url3: web link to facilitate integration with MapGeo.Lat_DD: latitude of the centroid of the parcel associated with the assessing record, in decimal degrees (NAD83).Lon_DD: longitude of the centroid of the parcel associated with the assessing record, in decimal degrees (NAD83). The cardinality between NRPC’s parcels and CAMA is 1:M; the normalized data herein is therefore published in an ESRI relationship class.
