Service Description: JMAC Publicly Owned Developable Parcels process: 1- selection of parcels within the city limits, only parcels that have one of the following tax exemption codes: a. County Owned Property, b. Government Property, c. Municipal Corp and Misc Taxing Districts, d. Public School Owned Property, e. Public Utility – Communications, f. Public Utility – Power, g. Tax Title Property, and h. USA – Federal Land and Buildings.
Created an ‘Improvement Ratio’ field within the tax exempt parcels and calculate that field based on Growth Allocations for Tacoma’s Urban Centers (09/17/13) in use by Tacoma Planning & Development Services Department in compliance with Growth Management Act (GMA).
2- Improvement value / land value < 2 means the parcel is developable/re-developable. From the tax exempt parcels select only those parcels where the improvement ratio is less than 2.
3- Delineate Service Areas for MPT, THA, TSD. Service area polygons were provided by MPT and TSD. THA’s were created by calculating a 0.25-mile radius around THA-owned properties based on a spreadsheet provided by THA. For each entity, a binary was created where everything within the service area is designated as ‘Serviced’ and everything outside the service area is designated ‘Not Serviced’.
