Service Description: This feature set represents “minimum standards” for the Urban Greening Priority Conservation Area (PCA) type. Existing and future Urban Greening PCA boundaries must overlap with areas covered by these minimum standards. The features were produced to assist jurisdictions in correctly identifying nominated PCAs eligible for Urban Greening designation.

Description: This feature service was produced to identify eligible
areas in the San Francisco Bay Region where a nominated Priority
Conservation Area (PCA) can be designated as a Urban Greening PCA. The
coverage of Urban Greening PCA eligibility is made up of any area that
meets any of the four Urban Greening objectives. The minimum standards
are inclusive – the goal is not for all eligible areas to be nominated
by a local government, but to ensure that data supports the nomination
as a Urban Greening PCA. Local nominators are strongly encouraged to use
data or outreach to further prioritize nominations. This data was
produced as part of the PCA Program Refresh work
undertaken by the Metropolitan Transportation Commission in 2023-24
using the PCA 2.0 Framework.
This dataset designates areas that meet one or more of the indicators
for the four Urban Greening objectives listed below. Data for each
indicator threshold was combined to create this layer. The minimum
standards represented by this data are inclusive – the goal is not for
all eligible areas to be nominated by a local government, but to ensure
that data supports the nomination of Urban Greening PCAs. Local
nominators are strongly encouraged to use their own data and/or outreach
to further prioritize their nomination(s).
Urban Greening Objectives:
- UG1: Expand tree cover in urban areas with limited shade, particularly in areas with high numbers of extreme heat events and in Equity Priority Communities.
- UG2: Expand green stormwater infrastructure projects particularly in areas with low surface permeability or other stormwater management issues in urban areas.
- UG3: Enhance urban creeks to provide improved ecological, recreational, and resilience functions.
- UG4: Prioritize urban greening areas within 1/2-mile radius of Equity Priority Communities and/or areas with high pollution burden.
