Service Description: This feature set designates areas that meet one or more of the indicators for three Climate Adaptation Objectives. Climate Adaptation is created as an overlay to the other Priority Conservation Area (PCA) Eligibility Area types allowing outcomes to be tailored. Individual PCAs cannot be nominated/designated as a Climate Adaptation type only. This dataset shows areas that meet criteria for PCA Climate Adaptation Objective 1, 2, and/or 3.

Description:
This feature service was produced to identify eligible areas in the San Francisco Bay Region where a nominated Priority Conservation Area (PCA) can have Climate Adaptation included as an overlay to its main type designation. No PCA can be nominated solely as a Climate Adaptation PCA, it must also meet the requirement of one or more of the main PCA types; Natural Land, Recreation, Urban Greening, or Working Land. This data was produced as part of the PCA Program Refresh work undertaken by the Metropolitan Transportation Commission in 2023-24 using the PCA 2.0 Framework.

This dataset designates areas that meet one or more of the indicators for three Climate Adaptation objectives listed below. Data for each indicator threshold was combined to create an overall objective layer for each of the Climate Adaptation objectives. These objective layers were then combined to create the cumulative priority areas where each area meets the indicator thresholds for at least one of the Climate Adaptation objectives. This dataset can be used to determine if an area would qualify for the addition of a Climate Adaptation overlay to the main PCA Eligibility Area(s). 

The minimum standards are inclusive – the goal is not for all eligible areas to be nominated by a local government, but to ensure that data supports the nomination of a PCA with a Climate Adaptation overlay. Local nominators are strongly encouraged to use data or outreach to further prioritize nominations.

Climate Adaptation Objectives:
  • CA1: Protect and prepare areas that provide habitat migration opportunities, particularly for marsh and other shoreline systems when sea levels rise, and extreme precipitation events become more frequent.
  • CA2: Manage very high fire risk on natural and working lands to reduce the intensity and spread potential for future wildfires.
  • CA3: Protect and enhance areas that provide cooling experiences in areas experiencing extreme heat.
