Description: The Australian Government funds PHNs to lead mental health planning, commissioning and integration of primary mental health care, suicide prevention and psychosocial support services at the regional level to respond to local needs. PHNs are responsible for commissioning service providers to deliver national programs, such as headspace and Head to Health at the regional level, in addition to improving service integration and addressing health service needs and gaps. PHNs are also provided with flexible funding and given autonomy to commission services based on the needs of their community.
The Primary Mental Health Care Minimum Data Set (PMHC MDS) provides the basis for PHNs and the department to monitor and report on the quantity and quality of service activity, and to inform future improvements in the planning and funding of, primary mental health care services funded by the Australian Government.
PHN commissioned services include delivery to people with severe and complex needs and ‘hard to reach’ populations who may not have otherwise be able to access to appropriate mental health services. The number of service contacts does not provide an indication of service duration, intensity and cost of support provided. Additionally, PHNs receive varied levels and types of funding, therefore rates of activity cannot be compared between PHN regions or used on their own to assess performance.
During the 2020-21 reporting period, delivery and/or reporting of PHN commissioned services has been impacted by a number of external circumstances including workforce and market availability, lockdowns and population movement during the COVID-19 pandemic, and natural disasters such as flooding and bushfires in a number of PHN regions. Despite these challenges, PHNs maintained continuity of services while also rapidly implementing emergency response mental health services
