A level of service deficiency is set for the following road classifications: Evacuation, Arterial, Collector, and Local. These road classes can be submerged with up to 0, 6, 9 and 12 inches of water respectively. Should a road for a given class be determined to flood to a depth greater than the allowable depth, that road segment is then considered 'LOSDeficient'
