ABSTRACT:
Physical development in the City of Victorville is classified according to land use type such as residential, mixed use, commercial, or industrial. Each land use classification, or designation, outlines the permissible uses and intensity of physical development as determined in the City's adopted General Plan (the General Plan establishes the longrange direction, or blueprint, for the City). The data found in this feature class defines a land use classification for all areas encompassed both within the Victorville city limits and its sphere of influence. Land use classifications for each area were carefully identified by the Development Department, Planning Division that would allow for uses that are most feasible based on geographic location, proximity to other land use classification areas, proximity to transportation corridors or high transportation demand nodes, topography, and several other factors.
LAND USE DESIGNATIONS:
Very Low Residential (VLR): This category of residential land use is characterized by single-family detached homes located on lots with a minimum area of one half acre which allows for a maximum density of two dwelling units per acre.
Low Density Residential: (LDR): This residential land use category is characterized by single-family detached residential development.
Medium Density Residential (MEDR): Residential development in this category is typified by attached townhome units or garden type multifamily development.
High Density Residential (HDR): Residential development in the High Density Residential land use category corresponds to multiple family development characterized by apartments and condominiums.
Mixed Density (MDR): This Mixed Density Residential land use category is intended to facilitate singlefamily infill development in the event that extraordinary developmental constraints, such as a lack of required sewer infrastructure, make the continued development of the permitted high-density uses impractical or infeasible. Residential development in the Mixed Density Residential land use category ranges from single family detached units to multi-family attached units, such as apartments. The MDR (Mixed Density Residential) zone district corresponds to this General Plan land use designation.
Mixed Use (MU): This Mixed-Use High Density Residential land use category is intended to facilitate well integrated multi-family and commercial developments, located adjacent to retail development. Permitted mix of uses multi-family residential up to a density of 60 du/ac; retail, office, civic, open space and other similar uses as defined through the PUD process.
Commercial (COM): This Commercial district corresponds to a wide range of retail commercial, service commercial, and office commercial activities.
Office Professional (OP): The Office Professional district is established to provide for the location of offices for professional services and for business activities which involve a relatively low volume of direct consumer contact and to regulate such development. Limited retail and assembly that supports office/professional uses is permitted.
Light Industrial (LI): This category of land use is characterized by industrial development either located in industrial and/or business parks or in mixeduse areas. The main feature of industrial activities in this category is that they do not require any significant site or structure requirements that are so specialized that would limit future use of the structures and/or site by another industrial activity. There are two zone districts that implement the Light Industrial land use designation including the I.P.D. zone (Industrial Park District), and M-1 zone (Light Industrial).
Heavy Industrial (HI): The Heavy Industrial land use category refers to industrial and manufacturing uses that are more specialized in nature and require special consideration in terms of use of the property as well as impacts on adjacent properties.
Public/Institutional (P-I): This General Plan land use designation refers to those land uses and activities that are predominately used for public purposes or owned or operated by a public entity. Activities within this category include city and county buildings, public and private schools, colleges, and public utilities and city yards.
Open Space (OS): The Open Space land use designation refers to: land that is to remain undeveloped due to severe development constraints, lake or river bodies and floodplains; and reserved public open space in parks and golf courses. The purpose of this district is to provide for the protection of the public health, safety and general welfare in those areas of the city which, under present conditions, are subject to periodic flooding and accompanying hazards and to conserve natural resources of benefit to the general public interest.
Specific Plan (SP): The land use policy provides for a number of specific plans within the city. The specific plans identify the location, extent, and density of new development and also indicate specific development standards that are applicable.

ABSTRACT:
The zoning districts established by the Development Code and the boundaries of such districts are shown on the Zoning Map. The Zoning Map and all notations, references, and other related information shall be a part of this Chapter. Where any uncertainty exists as to the boundary of a district shown on the Zoning Map, the following regulations shall control:
(a) Where a boundary line is indicated as following a street or alley, the boundary line shall be construed as following the center of the right-of-way;
(b) Where a boundary line follows or coincides approximately with a lot line or property ownership line, the boundary line shall be construed as following the lot line or boundary line;
(c) Where the boundary line is not indicated as following a street or alley and does not follow or coincide approximately with a lot line or property ownership line, unless specifically indicated by dimensions on the Zoning Map, the boundary line shall be determined based on the scale of the Zoning Map;
(d) Where uncertainty exists, the Zoning Administrator shall determine in writing the location of the boundary in question, giving due consideration to the location indicated on the Zoning Map, the objectives of the Development Code and the specific purposes for each district;
(e) Where a street or alley is officially vacated or abandoned, the area within the vacated street or alley on each side of the centerline shall be classified in the same zoning district as the adjoining property.

The Current Zoning feature class is derived from the Zoning Districts feature class by removing public right-of-way areas from the zoning district fabric using the Erase geoprocessing tool.

Bridge - A location along the transportation network where the need for a grade separation between two roads, or a road and another linear geographic feature such as a railroad or body of water, has been identified.
Interchange - A location along a freeway where traffic is allowed to enter or exit the freeway via on or off ramps to keep traffic flow uninterrupted.

CIRCULATION ELEMENT DESIGNATIONS:
Super Arterials - Super Arterials transport large volumes of intercity, intra-city, and regional traffic at higher speeds with limited access control points. Super arterials generally connect to freeways to distribute traffic to other facilities such as major and secondary arterials, and collector facilities serving the City and other regional networks. At a minimum, development of new segments of super arterials shall have a 128-foot wide right of way consisting of six travel lanes, two bicycle lanes with traffic buffers, and a raised median up to fourteen feet in width. Super arterials can also have the lane configuration of six travel lanes with additional right turn lane at intersections. This lane configuration requires a 145 foot wide right of way. At intersections, the super arterial can have a double left within the center median area, three through lanes and a right turn lane. Currently, this category includes Bear Valley Road east of Petaluma Road. The City’s recently updated Circulation Map at build-out indicates that the full extent of Bear Valley Road, Palmdale Road, Mojave Drive, and US-395 are designated as Super Arterials.
Major Arterials - Major Arterials facilitate mobility of large volumes of intra-city traffic. These streets access freeways or super arterials and distribute traffic to secondary arterials or collector streets. Major Arterials have a 102- foot minimum right of way consisting of a minimum of four travel lanes, two bicycle lanes with traffic buffers, and a raised median up to fourteen feet in width. Traffic signals are located at major intersections. Existing major arterials in the Planning Area include: 7th Street, Amethyst Road, El Evado Road, Green Tree Boulevard, Hesperia Road, and La Mesa Road east of Amethyst Road.
Residential Arterials - Residential Arterials transport large volumes of intra-city traffic to and from residential areas. These streets connect to major arterials, arterials, and collectors. Residential arterials have a minimum right of way of one-hundred feet, four traffic lanes with up to a twelve foot raised median, and a Class 1 two-way bicycle and pedestrian path on one side of the street. Traffic signals are located at major intersections. La Mesa Road west of Amethyst Road is the only designated Residential Arterial.
Arterials - Arterials serve the same function as Major Arterials, although serving relatively lower traffic demands. The standard 98-foot right of way contains four travel lanes with a center left turn lane and two bicycle lanes with traffic buffers. Left-turn and right-turn lanes are provided, at mastered planned intersections. Some of the Arterials in Victorville include Amargosa Road, Eagle Ranch Parkway, Hook Boulevard, Mariposa Road, Mesa Linda Avenue, Topaz Road, Village Drive, and most of El Evado Road.
Collectors - Collectors are street that provide circulation within a defined geographic area and connect this area to intra-city traffic routes. Some motorists may use collectors as through routes, but the primary function of a collector is to connect local traffic to larger streets and to provide access to nearby destinations. Collectors contain two travel lanes, center turn lane and two bicycle lanes with a 68- foot right of way. Alternatively, collectors may have two travel lanes and parking without a center left turn lane when located away from intersections. Collector streets in the Planning Area include 1st Avenue, 9th Avenue, Cobalt Road, Cypress Avenue, Luna Road, Pacoima Road, Reno Loop, Sycamore Street, and Tawney Ridge Lane.
Local Streets - Local Streets provide direct access to adjacent properties and transport local traffic from these properties to higher volume, higher speed facilities. In general, local streets are not intended to carry through traffic. The 60-foot right of way contains two traffic lanes and two parking lanes. Sidewalks are generally provided within a ten-foot, right of way. Most streets in residential neighborhoods are designed as Local Streets. The local roadway classification standard, as shown in Figure Circ-3b, provides two options for parkway design. Option #1 has parkway landscape area between the curb/gutter and sidewalk, and this option shall only be utilized when a developer demonstrates sufficient means to maintain this landscape area, as approved by the Planning Commission.

ABSTRACT:
The Pavement Management Program maintains a current inventory of all paved roads within the City of Victorville. This dataset includes the street name, section number, starting and ending point, and other descriptive information for each road segment, including a PCI rating that scores the condition of each road segment. The PCI rating can range from 100 (excellent) to 0 (failed). The report is utilized in determining the capital improvement project needs and priorities, recommendations for maintenance, preservation and forecasting annual budget projections.

SECTIONID– Alias: Street Section ID - The street section is broken up into segments.
GISID– Alias: Geographic ID – A unique identifier for the PCI street segment.
CENTERLINEID– Alias: Centerline ID – A foreign key to the City of Victorville Road Centerlines layer.
STNAME – Alias: Street Name - Name of the street.
FROMST– Alias: From Street - The beginning limit of each pavement section.
TOST– Alias: To Street - The ending limit of each pavement section.
LANECOUNT– Alias: Number of Lanes - The number of lanes in the pavement section.
SECRANK– Alias: Section Rank - The rank of each pavement section appears in this column. Typically, street segments are classified according to traffic volume or the City’s circulation plan. (A) Arterial (C) Collector (E) Local/Residential (X) Alleyway.
SURFTYPE– Alias: Surface Type – The type of pavement surface of the street segment.
PAVEEDGE– Alias: Edge of Pavement - The edge of the pavement section. EOP includes C&G (Curb & Gutter), CUR (Curb only), ROL (rolled Curb), AB (asphalt berm), and NON (just EOP with Dirt).
LENGTH– Alias: Section Length - The length of the pavement section.
WIDTH– Alias: Section Width - The width of the pavement section.
ADJUSTAREA– Alias: Adjusted Area - The segment area adjustment due to medians, cul-de-sacs, width adjustments, turn-outs or any other condition observed during the pavement inspection.
TRUEAREA– Alias: True Area - The area of the pavement section.
ZONE– Alias: City Zone - The one of three zones within the City, A, B, or C.
PCI– Alias: Pavement Condition Index (PCI) - Pavement condition indexes were calculated for pavement sections based on severity and extent of distress. Ranging between 0 and 100, a PCI of “100” corresponds to a pavement at the beginning of its life cycle, while a PCI of “0” corresponds to a badly deteriorated pavement which is at or near the end of its life cycle.
PCIDESC– Alias: PCI Description – A more relatable description of the PCI number. Numbers are categorized into Excellent, Very Good, Good, Fair, Poor, Very Poor, and Failed.
